International Medical Corps provides safe, timely, effective, efficient, equitable and patient centered care; offers needs-based response according to the context and type of sudden onset disaster (SOD) and/or outbreak in the affected nation; adopts a human rights-based approach to its response; ensures it is accessible to all sections of the population affected by the SOD and/or outbreak, particularly the vulnerable; and treats patients in a medically ethical manner.

International Medical Corps is accountable to patients and communities, host governments and ministries of health, and its organization and donors. International Medical Corps commits to a coordinated response under the national health emergency management authorities. International Medical Corps collaborates with the national health system, the clusters and the humanitarian community.

Selected personnel are on standby to deploy to a crisis within 48 hours. Personnel may deploy to new areas of operation or lend support to International Medical Corps teams already on the ground. International Medical Corps maintains a roster of volunteers and staff who have completed pre-deployment paperwork, orientation and training. The roster is updated on a regular basis. Through this expression of interest, applicants maintain professional profiles with International Medical Corps, so that information is complete and readily available for an emergency response deployment.

This position will support International Medical Corps’ emergency response delivering outpatient clinical care to disaster-affected populations.

**NOTE** Candidates applying to this position are indicating that they are interested in being considered for International Medical Corps’ standby roster for emergency response. Roster members will be contacted only when there is an emergency-response need for which the responder is qualified. This position will not be compensated unless responders are deployed to an emergency response.

Job Description

JOB SUMMARY: The primary responsibility of the Information Officer is Responsible to set up and manage voice and data communication systems, connectivity to information management systems (e.g. Deltek), data display systems, asset tracking of ICT equipment, and general technology support. If not deployed, the responsibility for these activities within the ERT is decided by the RMT in consideration of available resources.

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation:

MAIN TASKS AND RESPONSIBILITIES

  • Ensure all customer service obligations are fulfilled to include performing site surveys, VSAT antenna installation, and perform future dispatch duties for break/fix and preventative maintenance.
  • Take actions to ensure the operational quality of system equipment. May review and modify procedures, and install, configure, operate, maintain, repair or modify customer equipment or software. Assist with the problem solving of technical issues and serve as the HQ IT escalation point of contact for enterprise related issues or outages.
  • Operate professionally and safely, with an understanding of the country onboard protocols and behavior within certain high security areas.
  • Provide guidance and training to customer. Liaison with vendors, and IT teams within Headquarters to ensure the timely delivery of service or resolution of issue escalation.
  • Tasks include configuration, test and fault finding of satellite modems and related router/switching equipment, configuration, test and fault finding of C & Ku-band RF units
  • Assembly of stabilized antennas and troubleshooting of other onboard communication services such as voice and video.
  • Provide assistance to Senior Field Technicians during the installation, commissioning and maintenance of fixed and stabilized satellite systems.
  • Provide technical support and guidance for Field IT Officers, including on the job training where appropriate.
  • Travel to customer sites overseas, often at short notice for indeterminate periods of time.
  • Comply with all safety requirements implemented by employer, customers, facility owners or venders involved in the employee’s daily tasks.
  • Complete all required paperwork accurately, legibly and obtain proper approvals from job site location management.
General
  • Deployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp as required.

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps
  • Adhere to the Code of Conduct, maintain humanitarian principles and respect international humanitarian law at all times.

Job Requirements

MINIMUM QUALIFICATIONS

  • Typically, a University’s degree in Information Communication or Technology role. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, 3+ years of relevant experience with VSAT systems.
  • Microsoft/Cisco certification(s) preferred or on the job/industry experience equivalent
  • Working knowledge and hands-on experience of satellite communication devices including BGANs and phones
  • Experience in virus and malware removal, and Windows patching
  • Experience in hardware repair of desktops, laptops, and severs in enterprise deployments
  • Excellent computer hardware, software, and networking troubleshooting skills.
  • Knowledge of WAN/LAN/Wireless networks.
  • Knowledge of network and security protocols.
  • Excellent interpersonal skills
  • Ability to effectively support a multicultural team
  • Fluency in written and spoken English is required; fluency in Spanish, French, Arabic is desirable

Additional Technical or Language Requirements
In addition to the responsibilities referenced above, candidates can expect to be living and working in austere conditions. Lifting moderately heavy objects from the ground, carrying a backpack for extended periods of time, and walking or hiking in remote locations may be necessary to perform these functions. International Medical Corps is a first responder to natural and man-made disasters and has a mandate of working in remote locations. The organization has a comprehensive security management policy and plan in place and is committed to doing everything possible within its remit to ensure safety and security. Notwithstanding, the mandate and programming choices of International Medical Corps require staff members who have a high degree of resilience, extremely decisive qualities and the ability to move fast.
