The goal is to increase the OPCC’s visibility and strengthen its presence and impact in international forums and dialogue spaces on climate change and just transition, ultimately supporting greater climate ambition in Latin America and the Caribbean through legislative action.

Duties and Responsibilities
The Parliamentary Observatory on Climate Change and Just Transition (OPCC) brings together parliamentary leaders from Latin America and the Caribbean (LAC), with the objective of promoting interparliamentary cooperation to strengthen climate change and just transition legislation in the region. Through the exchange of experiences and information sharing, the OPCC seeks to increase climate ambition and ensure that its members — currently over 20 parliamentarians from various countries in the region — unite in support of effective actions. More information is available at: opcc.cepal.org In 2025, the OPCC has planned two major activities, which will be key for communications planning: the II Parliamentary Summit on Climate Change and Just Transition in Latin America, to be held in Brasília in August; activities during COP30, which will take place in Belém do Pará, Brazil, from November 10 to 21. The consultant will be responsible for designing, coordinating, implementing, monitoring, reviewing, and evaluating the communication strategy of the Parliamentary Observatory on Climate Change and Just Transition (OPCC) in 2025, as well as executing various communication and visibility activities, including content creation, development of communication tools, and coordination with the press and social media. During the contract period, the communication specialist shall carry out the following activities: 1. Development of an Integrated Communication Strategy: The consultant will be responsible for the design, development, and implementation of an integrated communication strategy for the OPCC, with a focus on the two major milestones in 2025: the II Parliamentary Summit on Climate Change and Just Transition of Latin America and the Caribbean, to be held in Brasília, and the OPCC’s participation in COP30, in Belém. This strategy should guide content creation, engagement with different target audiences, parliamentarians and technical actors’ mobilization, as well as the institutional articulation of the OPCC’s image and public voice in both regional and international contexts. Expected deliverables for this activity may include, but are not limited to: • A communication diagnosis that considers the OPCC and ECLAC’s institutional assets, target audience analysis (internal and external), existing channels, and gaps in reach and impact; • An implementation schedule for the communication strategy throughout the contract period; • Definition of key messages, institutional tone, and strategic positioning aligned with the OPCC’s values (such as just transition, sustainable development, multilateralism, democracy, and sustainability), adaptable to different audiences and channels; • Content plans tailored to different audiences (parliamentarians, technical staff, media, general public, experts, etc.) in three priority languages: Portuguese, Spanish, and English; • A plan for graphic design and content creation for social media, email marketing, printed materials, videos, events, earned media, and strategic partnerships, ensuring coherence and consistency in visual and narrative styles; • Internal and external communication flows, including the creation of direct and dynamic channels between the OPCC/ECLAC team and parliamentarians and their staff to promote institutional alignment, efficient coordination, and content dissemination; • Proposed social media engagement actions for parliamentarians, either through OPCC/ECLAC accounts and/or the social media of participating parliamentarians; • A media relations plan including narrative development, spokesperson preparation, press release dissemination, interview arrangements, and media coverage strategies for OPCC activities and events; • A strategy to engage parliamentary staff and interested stakeholders through legislative and thematic updates; • A communication impact monitoring and evaluation plan with quantitative and qualitative indicators, enabling continuous strategic adjustments and performance reporting. The strategy should also position the OPCC as a regional reference in the production and dissemination of content on climate change and just transition. All actions must be aligned with the OPCC's institutional planning and reflect the program’s key activities for the year, including updates to the Legislative Monitor, preparatory events, training initiatives, and high-visibility international events (Summit and COP30). Moreover, the strategy should enable collaborative work with other consultants and ECLAC technical teams, ensuring transversal coordination, cohesion, and efficiency in implementation. 2. Development of the OPCC Visual Identity Manual: The selected individual will be responsible for designing and delivering an updated and functional Visual Identity Manual for the OPCC. This should incorporate graphic, visual, and conceptual elements that represent the initiative’s mission, values, and strategic objectives in the regional context of Latin America and the Caribbean. The material should serve as the foundation for standardizing institutional communication across different formats and channels, with special emphasis on the II Parliamentary Summit on Climate Change and Just Transition of Latin America and the Caribbean and COP30 participation. Expected deliverables may include, but are not limited to: • Communication analysis and diagnosis of the OPCC and its previous materials, assessing the current identity, visual coherence, and opportunities to strengthen its image; • Creation of institutional visual elements, such as adapted logos, color palettes, typography, graphic patterns, icons, illustrations, and branding assets for social media, presentations, banners, videos, and printed materials; • Development of editable templates for institutional documents and content (e.g., presentations, memos, posts, newsletters, brochures, name badges, etc.); • Organization and delivery of the Visual Identity Manual, including detailed usage guidelines, best practices, application examples, logo variations, and instructions for adapting and scaling materials; • Compatibility with trilingual usage (Portuguese, Spanish, and English) and alignment with ECLAC and United Nations communication guidelines, ensuring visual accessibility and respect for copyright standards; • Training and guidance for the OPCC team on proper usage of the visual identity, delivered through a video tutorial or live session. 3. Development of Key Visuals, Multimedia Content Creation, and Graphic Design of Institutional Materials: The selected individual will be responsible for creating and producing multimedia content aligned with the OPCC’s communication strategy, focused on promoting the II Parliamentary Summit on Climate Change and Just Transition of Latin America and the Caribbean, COP30, and other planned institutional actions. Expected deliverables may include, but are not limited to: • Design of a key visual (main graphic concept) that visually conveys the OPCC’s vision for the Summit and COP30 participation, focusing on sustainability, just transition, inter-parliamentary cooperation, and regional diversity for both print and digital materials; • Production of institutional texts, press releases, newsletters, and video scripts; • Development of audiovisual and visual materials for events (intros, presentations, communication kits); • Creation of communication kits for parliamentarians and technical staff, including usage guidelines, customizable materials, and ready-to-share content for their own channels. The selected individual will also be responsible for live event coverage and content production during the Summit and COP30 (in coordination with the OPCC team and institutional partners). All materials must be adapted and translated into Portuguese, Spanish, and English. 4. Social Media Content Management and Coordination with Parliamentary Communication Staff: The selected individual will plan, produce, and manage content for social media to promote the OPCC institutionally, publicize the II Parliamentary Summit on Climate Change and Just Transition of Latin America and the Caribbean and COP30 participation, and share other OPCC activities during the contract period. This includes managing both OPCC/ECLAC channels and providing strategic support for the social media accounts of participating parliamentarians. In addition to content creation, the consultant should coordinate with the communication staff of the involved parliamentarians to ensure message alignment and encourage the use of developed materials, under the supervision of the ECLAC team. Expected deliverables may include, but are not limited to: • Original content creation for social media, including visuals and texts adapted to various platforms (Instagram, X/Twitter, Facebook, LinkedIn, YouTube), in formats such as cards, carousels, infographics, short videos, stories, and threads; • Drafting and proposing collaborative posts (collabs) between parliamentarians and between institutional accounts, including scripts, captions, and coordinated visuals; • Support in increasing the digital presence of parliamentarians as OPCC spokespersons, through topic suggestions, key messages, and engagement strategies; • Management of an editorial calendar and posting schedule aligned with the OPCC’s agenda milestones (especially the Summit and COP30).] All content must be produced and adapted into Portuguese, Spanish, and English, depending on the audience and context. 5. Press Relations and Media Engagement: The selected individual will be responsible for planning and executing press relations and media engagement activities with outlets across Latin America and the Caribbean, in Portuguese, Spanish, and English. Expected deliverables may include, but are not limited to: • Mapping of media outlets and journalists relevant to the OPCC’s content and participating parliamentarians; • Preparation and dissemination of press releases, media notes, and op-eds; • Production of scripts and support materials for interviews and press briefings with parliamentarians and OPCC participants; • Development and maintenance of segmented mailing lists for national and international press; • Proposals for proactive media engagement, including thematic pitches, exclusive interviews, and suggestions of agenda; • Support for journalistic coverage of the OPCC Summit and COP30 before, during, and after the events; • Media monitoring and production of clippings and coverage analysis reports. 6. Technical-Parliamentary Engagement via Internal Communication and Thematic Bulletins: The consultant will be responsible for developing and implementing continuous and strategic internal communication mechanisms for the OPCC, focused on sharing relevant information on sustainable development, just transition, and climate legislation in Latin America and the Caribbean. This activity aims to strengthen the engagement of technical teams and parliamentary staff, promoting alignment, knowledge exchange, and mobilization around OPCC initiatives. Actions must include the moderation of internal digital channels (e.g., WhatsApp groups) and the regular production of informative materials, contributing to building a community of practice around the legislative environmental agenda in the region. Expected deliverables may include, but are not limited to: • Moderation and activation of OPCC’s internal digital communication channels (especially WhatsApp groups), under ECLAC’s guidance, ensuring regular circulation of institutional updates, event announcements, data, and calls for action; • Monitoring common-interest themes and proposing topics and opportunities for knowledge exchange among parliamentary advisers and technical teams; • Planning and periodic production of the “OPCC Bulletin” (frequency and scope to be defined), which should consist of informative content for initiative participants, with short, didactic, and practical materials focusing on: Key concepts in just transition, environmental legislation, and sustainable productive development; Updates on relevant legislative proposals in the region; Profiles of participating parliamentarians and highlights of their initiatives; Institutional updates, event invitations, and technical support content; News, analyses, and references useful to parliamentary staff; A summarized version of the bulletin adapted for agile sharing via WhatsApp.
Qualifications/special skills
Minimum requirements • Academic background: Recognised 1st level degree in journalism, social communications, public relations, public policy, international relations or any closely-related field. A first-level university degree in one of the aforementioned fields in combination with a strong record of professional experience and demonstration of relevant skills and knowledge may be accepted in lieu of an advanced university degree. • Professional experience: A minimum of seven (7) years of professional experience related to political journalism and/or communications strategy for parliamentarians, advocacy campaigns and civil engagement activities. Desirable requirements: • Experience in specific areas: Experience with legislative processes in Latin American and Caribbean countries, and/or experience with implementation of regional/international cooperation. • Professional experience on environmental issues in Latin American and Caribbean countries is highly desirable. • Record of accomplishments in producing communication materials, including social • Experience with writing and editorial skills • An advanced university degree (Master’s degree or equivalent) in journalism, social communications, public relations, public policy, international relations or any closely-related field.
